Objective: The objective of the study is to provide technical, managerial and logistical support for activities under the Energy Sustainability Working Group of G20 under India’s Presidency in the period when India is part of the G20 Troika. It involves a mapping of key national and international stakeholders involved in G20, BRICS and CEM negotiations along with continuous engagement with the same, as well as identification of priority areas of participating member countries. In addition, it also involves preparing quick response notes (QRN) for the Ministry of Power on queries raised by senior government officials, remarks & submissions pertaining to BRICS, CEM, COP 26, G7 and G20 official documents.
Deliverables: Apart from multiple QRNs, the team submitted the following documents:
- BRICS Energy Technology Report (2021) and BRICS Energy Research Directory (2021), which were released as official documents by the Indian BRICS Presidency. While the former involved a study of technologies necessary for deep decarbonization of energy demand the latter served as a repository of agencies (research institutes, academic bodies, etc.) within the BRICS countries that are engaged in low carbon technology research.
- G20 Energy Sustainability Working Group (ESWG) Final Report that provided an overview of the evolution of G20 summits with respect to ESWG. The report comprised of theme specific chapters on the identified priority areas of ‘Sustainable recovery and opportunities offered by innovative technological solutions’; ‘Resilient, smart and sustainable cities’ and ‘Green finance boost for an inclusive and sustainable recovery’. They captured the progress made under each agenda, discussed India’s stand on the same, and also identified likely collaboration partners. A preliminary list of possible ideas for India’s 2023 Presidency was also provided.
- Strategy Papers on themes that bore relevance for India were prepared. These included:
- “G20 Negotiations and Shades of Hydrogen”
- “Biofuels for Climate Smart Mobility and the road ahead for India in G20 Negotiations”
- “The Electric Mobility Revolution and the road ahead for India in G20 Negotiations”
- “Digitization and Cyber security of Indian Energy Infrastructure”
- The team was involved in coordinating the proceedings of the CEM Senior Officials’ Meeting held in Delhi from 6th– 8th April 2022. The 3-day event served as a dry run ahead of India hosting the CEM 14 in 2023. In addition, a CEM Outcome Document was submitted providing detailed descriptions of each of the sessions that took place and the thematic areas identified for the road ahead.
