• Policy interventions and discussions: Reflections from key policymakers/practitioners to kickstart the discussion (20-25 minutes)
o Reflections from policymakers (ICRIER)
o Potential for blended finance (Convergence Blended Finance)
• Moderated round table discussion and audience engagement (40 – 45 minutes), with discussion delving into topics such as:
• Key constraints within municipal finance systems that limit private sector participation
• Identification of Key Sub-sectors where blended finance is suitable within urban adaptation
• Solutions for effective usage of public and philanthropic finance
• Concluding reflections and way forward (5-10 minutes)
Pillar 1: Urban Adaptation, Fiscal Risk, and Municipal Financial Health
Which would cover topics such as:
• Climate events as contingent liabilities for Urban Local Bodies (ULBs)
• Post-disaster expenditure spikes and revenue disruptions

• Asset maintenance, depreciation, and climate-adjusted asset valuation
Pillar 2: Rethinking Adaptation Finance from the Municipal Finance Lens
Which would cover topics such as:
• Innovations building on current experiences with project-based and blended finance approaches for urban adaptation
• Need for predictable, recurrent, and rules-based fiscal flows that are climate responsive
• State-level guarantees, resilience reserves, and climate-contingent municipal grants
• Risk-pooling mechanisms across cities at the state or regional level
