Mr. Mathur is a senior practitioner working at the intersection of public policy, skills, and large-scale field implementation, with a clear focus on translating policy and research into measurable outcomes on the ground.

With over three decades of experience, he was part of the founding team of the National Skill Development Corporation (NSDC) and contributed to building India’s national skilling architecture. His work includes the creation of Sector Skill Councils, development of over 2,200 National Occupational Standards, and supporting large-scale initiatives aligned to the National Skills Qualification Framework (NSQF) and national skills policy frameworks.

He has also played a key role in integrating vocational education across 9,000+ schools in 29 states, strengthening school-to-work transitions at scale, and has engaged in international benchmarking with countries such as the UK and Australia to align Indian systems with global standards.

As former CEO of KEDMAN Skilling, he has mobilised and deployed over ₹65 crore in CSR-led workforce development programs with leading corporates including Sony, Honda, Mercedes-Benz, and Reliance, delivering outcome-driven models with strong placement linkages.

He is the author of over 33 published books in IT and digital skills, widely used across schools and training institutions, reflecting his ability to simplify complex knowledge into accessible learning.

His core strength lies in building end-to-end execution systems across government, industry, and implementation partners—bridging the “last mile” by converting knowledge into simple, actionable practices and ensuring consistent adoption at scale.

As Visiting Professor at ICRIER, Mr. Mathur will contribute to advancing research and practice in skills development, public policy, and large-scale implementation.
