The Ministry of Environment, Forest, and Climate Change (MoEF&CC), as the nodal agency, is leading the development of India’s National Adaptation Plan (NAP), an essential framework to integrate climate adaptation into India’s core development planning. India’s NAP aims to establish a cohesive approach to adaptation across priority sectors, enhancing resilience at national and sub-national levels. The priority sectors in NAP are: (i) Agriculture (ii) Water (iii) Ecosystems and biodiversity (iv) Forestry (v) Health (vi) Poverty Eradication & Livelihoods (vii) Traditional Knowledge and Heritage (viii) Disaster Management and Infrastructure Resilience (ix) Adaptation resourcing.
Taking the association of ICRIER from India’s first adaptation communication forward, as a part of this project ICRIER has been nominated as the anchoring research institute for the Adaptation Resourcing sector. ICRIER would spearhead the research conducted as part of the Working Group and other associated tasks. These include estimation of current adaptation-relevant spending enabling the identification of adaptation programs based on climate impacts and specific characteristics or markers; estimation of future adaptation-relevant expenditure needs with a timeframe extending to 2035; using a scenario-based approach, computation of both baseline as well as incremental expenditure needs; and suggest innovative approaches to help fill the financing gap.
