Skill Development in the Agriculture and Allied Sectors in Assam: The Case of the Piggery, Fishery and the Spices Sectors

This paper was based on a Memorandum of Understanding (MoU) between ICRIER and Innovative Change Collaborative (ICCo), India, for joint research and fund raising in agriculture value chain and sustainable business practices.

It presented an overview of the piggery, fishery and spice sectors in the State of Assam, with a focus on the value chain development, scope for commercialisation and skill development in the three sub-sectors. It presented the government schemes and policies in agriculture and allied sectors, including training and entrepreneurship development and the effectiveness of such policies/schemes for the State of Assam. Based on a primary survey and secondary information analysis, it identified issues in value chain with a focus on skill and training gaps and examined the best practices of other states, which can be implemented in Assam. It then suggested policy recommendations for the Central and the Government of Assam on how to address the challenges, work with stakeholders and develop strategies for skill development and entrepreneurship.

Output: The Final Report has been released in a Conference by Mr. Siraj Hussain, Former Secretary, Ministry of Food Processing Industry (MoFPI) and Ministry of Agriculture (MoA), Govt. of India, at Hotel The Claridges, New Delhi on Nov. 6, 2019.
