- To create an index that measures the adoption of DPIs at the state-level in India (the index will include both foundational DPIs – Aadhaar, UPI, etc. and sectoral DPIs like Ayushman Bharat Digital Mission, Open Network for Digital Commerce). Identify indicators that measure the diffusion of DPIs as well as the adoption of related platforms
- Identify states where adoption of DPIs is high, steady and more uniform
- Highlight and document new use-cases identified by states for different DPIs
