The project seeks to facilitate the transition towards a Crop-Neutral Incentive Framework that promotes agrobiodiversity, environmental sustainability, and farmers’ income security in Punjab and Haryana. This will be achieved through the development and operationalisation of evidence-based policy reform pathways, supported by structured stakeholder engagement, knowledge generation, and strategic communication. The project will be aligned with the Kunming–Montreal Global Biodiversity Framework (KMGBF), particularly Target 18, which calls for identifying and eliminating, phasing out, or reforming incentives, including subsidies, that are harmful to biodiversity.
