While India has been using gender budgeting, the gender budget has remained an underutilized tool for the economic empowerment of women. Also, public policy tools such as budgetary outlays and tax incentives need to adopt a multi-pronged approach to address constraints on both the supply and demand sides to give an impetus to women-led development. This focus area will focus on accelerating efforts to mainstream gender into budgetary outlays related to building a comprehensive care system, reducing the burden of domestic chores, and enabling women’s entrepreneurship, skill development, and access to income.
