Digitalisation has made dramatic progress, but the way it is being measured has not. Therefore, the flagship State of India’s Digital Economy (SIDE) report has been designed to be a living document, that continues to evolve, be improved, tweaked and renewed every year. SIDE report provides a comprehensive assessment of India’s digital economy using relevant indicators that enable both international and sub-national comparisons of the digital economy.

The Connect, Harness, Innovate, and Protect (CHIP) framework, introduced in 2023, is an effort to measure digitalisation using a new framework to explain the diffusion of digital economy and recognises alternate approaches adopted by developing countries. The framework has been expanded to become CHIPS in 2024. Connect focuses on aspects of universal, affordable and quality access, Harness illustrates the adoption of digital technologies and digital services and how they are being leveraged, Innovate explains the development and adoption of emerging technologies, Protect highlights issues related to the safe use of the internet and cyber security preparedness against data breaches, cybercrimes, and Sustain measures efforts towards building digital economies that are environmentally sustainable. The CHIPS framework, captures both the opportunities and risks created by digitalisation.
