Dr. Gupta is an economist with extensive experience in macroeconomic and fiscal policy, spanning advanced, emerging, and low-income countries. He is currently a Senior Fellow Emeritus at the Center for Global Development and a Senior Fellow at the African Center for Economic Transformation.

He previously served as Deputy Director in the Fiscal Affairs Department of the International Monetary Fund (IMF), where he also held roles in the African and European Departments, and served as Acting Director during 2013–2014. Prior to his tenure at the IMF, he was a Fellow of the Kiel Institute of World Economics, Professor at Administrative Staff College of India, and Secretary of the Federation of Indian Chambers of Commerce and Industry.

Dr. Gupta has authored and co-authored over 300 papers and several influential books on fiscal policy, public finance, and economic development. His work has been widely published in leading academic journals and continues to shape policy discussions globally.

Dr. Gupta holds a Ph.D. in Economics from Simon Fraser University, along with advanced degrees from the University of Oxford and the University of New Brunswick.
