The Potential for Digital Identities and Credentials: Use Cases from India

The real value of foundational digital ID systems is in their adaptability to different use cases. While India’s success with Aadhaar-led DBT and electronic Know-Your-Customer (eKYC) is now well known, there are several regional and local applications that are still to be highlighted and analysed. Through this study we will attempt to curate examples of use cases that cut across a variety of applications, especially those relevant to the low-income population, for expanding our understanding on the potential of digital ID systems and the usage of digital credentials. We will deep-dive into ten case studies to assess their impact on users, efficiency of government services and access to private services. The key objectives of the study are summarised below –

  • Identify use cases of (i) digital ID and (ii) digital credentials in India, especially those that affect the low-income population
  • Adopt the case-study approach to illustrate the design features of IDs and credentials and its impact on – (i) individual users, (ii) efficiency of government services and (iii) enabling the private sector to service low-income markets

Provide recommendations for strengthening these use cases and its application to other contexts, both domestically and in other countries
