Shiva is a lawyer and researcher specializing in digital technology policy, artificial intelligence, internet governance, and digital equity. Currently a Fellow at the Indian Council for Research on International Economic Relations (ICRIER), she focuses on contemporary issues in digital policy, including AI and emerging technologies, data protection, and digital public infrastructure.

Her earlier roles include Policy Analyst positions at the Centre for Development of Advanced Computing (CDAC) and the National Internet Exchange of India (NIXI), where she was deputed at the Ministry of Electronics and Information Technology (MeitY). In these capacities, Shiva contributed to India’s internet governance strategies, drafted policy submissions for international forums, and supported India’s engagement in global policy development processes. She has also been actively involved in organizing and participating in the India Internet Governance Forum, a national initiative of the UN Internet Governance Forum, since its inception.

She holds an LL.M. in Intellectual Property Rights from NALSAR University of Law and a B.A. LL.B. (Hons.) from Vivekananda Institute of Professional Studies, along with advanced certifications in AI policy from the Center for AI and Digital Policy (CAIDP), Washington, DC.
